Planning & Zoning

The city does not have an in-house department to handle planning and zoning issues. These issues are handled by appointed members of a planning commission and a zoning board of adjustment. For questions and guidance on these issues call Tim Vaught 251-575-2081 or 251-238-2048.

The Planning Commission plays a central role in the city’s efforts to influence development within and adjoining its corporate limits. It consists of nine members: The Mayor, or their designee, one of the administrative officials of the city selected by the Mayor, a member of the council - selected by the council, and six persons appointed by the Mayor.

The commission meets the first Monday of each month at 5:00 o’clock in the council chambers at City Hall and is tasked with duties which include, but are not limited to the following:

a) Review and approval of development site plans
b) Implementation of the Zoning Ordinance and Subdivision Regulations
c) Development of the City’s Master Plan for future growth
d) Review and approve or deny requests for conditional uses of property and buildings
e) Review and approve or deny placement of certain signage in the various zoning districts

If you plan to open a business in an existing building or construct a new building for your business, you should first contact the building official, Tim Vaught, by phone at 251-575-2081 or 251-238-2048 or by e-mail at tvaught@monroevilleal.gov before beginning any work to ensure that the type of business and its site meet the requirements of the zoning ordinance, and to determine whether or not review by the planning commission is necessary.

In all zoning districts, there are many uses of buildings and land for which conditional use permits are required. Conditional use is defined by the zoning ordinance as a use that, due to special characteristics pertaining to either the installation or operation, is expected to create a need for special requirements to promote and preserve the public health, safety, welfare, morals, order, comfort, convenience, appearance, prosperity, or general welfare of the neighborhood and city. Such uses are subject to development plan review and approval by the planning commission before a conditional use permit is issued.
